explanations which he and Chhana Dullabh have submitted of their

intention to visit Colombo are enclosed.

The two men have been sent to Calcutta today.

Copies of the enclosures herein have been

sent to His Majesty's Consul-General at San Francisco, His

Majesty's Ambassador at Tokio, the Governor of the Straits

Settlements, the Government of India, and to the General Officer

Commanding through whom the Senior Naval Intelligence Officer at

Shanghai will be apprised of their purport. Copy of Jagajit

Singh's affidavit has also been sent to His Majesty's Minister at

Bangkok.
